Please try the following solutions in order:

Solution #1

If you have the installer file in a cloud folder like Dropbox, Google Drive, or iCloud, move it to a non-Cloud folder like Desktop or Downloads, and then try launching it from there.

Solution #2

Restart your computer and try again.

Solution #3

If you're a Mac User, try this:
  1. Right-click the installer and select "Open" in the popup menu.
  2. The popup may show a message with an additional "Open" or "Open Anyways" button. Click it.
  3. The installer should now run as expected.
